Analysis: Frames of Military AI in the EU AI Strategic Discourse
Our 2021/2022 Charlemagne Prize Fellow, Justinas Lingevicius, has published a thought-provoking article in Critical Military Studies.
In his latest piece, Justinas delves into how military AI is framed within the EU context, identifying three key, interrelated, but contradicting frames:
- Military AI as a transformative technology
- Military AI as increased insecurity
- Military AI as an uncontrolled automation
These frames highlight the differing perspectives on technology, the international environment, and the EU's evolving role.
The analysis also reveals how the EU exploits AI as a dual-use technology, blurring the lines between civilian and military applications. The identified frames show how the EU maneuvers between different power positions (from market, normative to military), contributing to ongoing discussions about the balance between civilian and military thinking within the AI framework.
This article marks the final part of his research supported by the Charlemagne Prize Academy. It's a must-read for anyone interested in AI governance and the evolving role of the EU in global security.
